PRESIDENTIAL DECREE IN LORETO

What does the decree imply and why is it a concern?

The recent presidential decree seeks to designate Loreto as a Port of High Seas and Cabotage, allowing increased maritime operations, vessel traffic, and port infrastructure development in the area.
Although presented as an administrative measure, several sectors have raised concerns about its potential impact on environmental balance, land use, and the local community—especially given the lack of a broad public consultation process.

Potential environmental impact

Increased maritime activity may affect sensitive marine ecosystems within Loreto Bay National Park.

Shift in land use

Loreto is known for conservation and low-impact tourism; this could move toward a more industrial model.

Biodiversity risks

Species such as the blue whale and other marine life could be affected by noise, traffic, and pollution.

Lack of public consultation

Local communities, organizations, and authorities were not adequately consulted.

a citizen-led petition has been launched to protect the blue whale and prevent the increase of cruise ship activity in Loreto, highlighting the potential environmental impacts of the decree.
